Dickenson County’s Clerk of Circuit Court and was elected in November 2023, with his 8 year term starting in January 2024. Josh practiced law in Dickenson County for 10 years and served as the Dickenson County Board of Supervisors Chairman for 3 of his 4 year term prior to taking over the Clerk’s Office. He lives in Clintwood with his wife Jillian daughters Alivia and Anistyn.
Cyndi Counts
Cyndi is a Deputy Clerk with responsibilities as Deputy Clerk include working in the Probate Department helping the public with all their estate needs, as well as indexing the Land Records, Judgments, Financing Statements, Marriage Records, and all Jury Services. I have 10 years of experience working in the Clerk’s office and have worked for the last 3 clerks of the court. I also have 13 years of
experience of title abstracting in the field of energy extraction and transmission. I am a lifelong resident
of Haysi and have been married for 26 years and have 2 sons.
Elsa Hay
Elsa is a Deputy Clerk and started work at the Clerk's Office January 3, 2024. Elsa previously worked for Dr. James P. Senter and Paul L. Phipps, P. C. Elsa resides in Haysi with her husband, Charles and their dogs Houdini and LucyBelle.
Shane H. Mullins
Shane Mullins is a Deputy Clerk and heads up the Criminal Department for the Dickenson County Circuit Court. Shane has been with the Dickenson Circuit Court for 2 years come February the 21st 2024.
Shane is a huge Beatles and Bob Dylan enthusiast. In his spare time, he enjoy's listening to music, drawing, painting, and playing his guitar.
Maranda Ramey
Maranda is a Deputy Clerk and recently began her journey as a new Deputy Clerk for Dickenson County Circuit Court. Maranda has dedicated the past twenty-eight years working and serving the public. Her work history began in the medical clerical field, expanded into retail pharmacy as a certified technician, and for the last three years as a legal assistant. She is a proud mother of two wonderful young adults and happily married to her best friend. In her spare time she enjoys traveling and being surrounded by family.
Regina Mullins
Regina is a Part Time Assistant Deputy Clerk and is the Filing Manager and Quality Assurance Specialist.
She can get you copies of deeds, marriage licenses and many other documents that you need from the Clerks Office.
